Background
Raymond J. Lohier Jr. became chief judge of the U.S. Court of Appeals for the Second Circuit on July 1, 2026, succeeding Debra Ann Livingston. He has served on the court since December 2010, when he was appointed by President Barack Obama and confirmed 92-0 to the seat vacated by Sonia Sotomayor. Lohier is the first Haitian-American to serve as an Article III federal judge. He previously served as an assistant U.S. attorney for the Southern District of New York, and is a graduate of Harvard College and New York University School of Law.
