Background

Jerome A. Holmes has served as chief judge of the U.S. Court of Appeals for the Tenth Circuit since October 1, 2022. Appointed by President George W. Bush, he joined the court in 2006 and was confirmed 67-30; he is the first African American to serve on the Tenth Circuit. Holmes previously served as an assistant U.S. attorney and on the prosecution team for the Oklahoma City bombing case. He holds degrees from Wake Forest University, Georgetown University Law Center, and Harvard's Kennedy School of Government.
